“LPR” can describe several very different operating models. A camera fixed at an entrance, a roof-mounted camera array, and a phone used during patrol may all recognize license plates, but they solve different problems and carry different deployment requirements.
The right comparison is not simply camera versus camera. Parking operators should compare coverage, flexibility, data flow, maintenance, and what happens after a plate is read.
Three common LPR models
Fixed LPR
Fixed cameras monitor a defined capture point, usually an entrance, exit, lane, gate, or chokepoint. They can provide continuous observations at that location and support access or occupancy workflows.
Their limitation is physical coverage. A fixed camera knows what passes its field of view; it does not automatically verify every parked vehicle inside a facility or explain whether a vehicle moved between zones.
Dedicated vehicle-mounted LPR
Traditional mobile systems place specialized cameras and supporting equipment on a patrol vehicle. They can scan parked vehicles across a route and may provide strong multi-angle capture at speed.
The tradeoff is deployment burden and cost. Operators may need dedicated vehicles, camera hardware, installation, calibration, power and connectivity planning, maintenance, and a process for taking equipment out of service.
Smartphone-based mobile LPR
Smartphone mobile LPR uses the camera and computing power of a compatible phone or tablet. The device can be mounted in a patrol vehicle or carried on foot.
This approach is designed for flexibility. Teams can use software across different properties and patrol modes without permanently modifying a vehicle. The practical question becomes whether the software, device, data integrations, and operating controls meet the facility’s needs.

Seven questions to ask before choosing
1. Where must plates be observed?
If every vehicle must pass one controlled lane, fixed LPR may be logical. If enforcement depends on the vehicle’s parked location, permission type, or time in a zone, patrol-based LPR may provide more relevant context.
2. How often do routes and properties change?
Dedicated installations work best when the operating environment is stable. A software-first mobile model is attractive when teams serve multiple locations, add temporary operations, cover events, or alternate between vehicle and foot patrol.
3. What is the real deployment scope?
Include more than the purchase price. Consider installation, vehicle downtime, mounts, device management, training, connectivity, maintenance, replacements, and expansion. Ask what it takes to equip one more patrol route next week—not only what it took to launch the first route.
4. How current is the parking data?
The most sophisticated camera cannot compensate for a permit list or payment feed that is out of date. Confirm how the LPR system receives registrations, paid sessions, validations, allowlists, and policy changes.
5. How are uncertain reads handled?
Operators need an efficient human review step. Evaluate the image and context presented to the patroller, the ability to correct a read, and the safeguards that prevent a low-confidence event from becoming an incorrect enforcement action.
6. What happens after detection?
Some LPR products stop at a match or alert. The operator must then switch tools to issue a notice, print a violation, request a tow, accept payment, review an appeal, or analyze repeat behavior. Those handoffs create time, training, and audit costs.
7. Can the system fit your governance model?
Review user permissions, logs, retention options, device security, data processing, and reporting. The technology should support the operator’s approved policies, not determine them.
When a hybrid approach makes sense
These models are not mutually exclusive. A garage might use fixed cameras at entrances for access or inventory while using mobile LPR to verify parked vehicles and enforce zone-specific rules. A larger operator may reserve dedicated camera vehicles for certain high-volume routes and use smartphone mobile LPR for smaller sites, overflow coverage, and foot patrols.
The goal is not to standardize every property on the same camera. It is to create a consistent operating record across the right capture methods.
